@flyboybob: Hiring programmers that will not have any physical presence within your country of operation are not considered “true” employees.  As such, the typical employee payroll deductions would not be necessary in this instance.  Rather, you would hire the individual/s on a contract basis, and this contract would be accounted for as an expense when filing taxes.
